Terms of Reference of the ACU Project
Steering Committee

In June and October 2009, during the ASEAN-Republic of Korea (hereinafter referred to as ROK) Summit, the Secretary-General of the ASEAN suggested to ROK the establishment of a global cyber university that is to advance international human resource exchange and the overall educational program in the ASEAN region. As a follow-up step, ROK officials were invited to the ASEAN Senior Officials Meeting on Education (SOM-ED) in November 2009 in Thailand, to brief the Meeting on the proposed ASEAN-ROK Cyber University. ROK’s design for the ASEAN-ROK Cyber University Project was reviewed on that occasion.

During the Senior Officials Meeting on ASEAN Cyber University Establishment held in Seoul, ROK in January 2011, the ASEAN Secretariat, Cambodia, Laos, Myanmar, Vietnam (hereafter referred to as CLMV), and ASEAN University Network (hereinafter referred to as AUN) shared the “Master Plan for ASEAN Cyber University Establishment,” initially targeting to CLMV.

The ASEAN Member States, ROK, and AUN agree to form the ACU Project Steering Committee for discussion, coordination, and decision making on major issues for the establishment of the ACU as follows:

Purpose
  1. The establishment and the operation of the ACU are to promote higher education of e-learning and to reinforce mutual cooperation among the ACU Member States and the Member Institutions offering online education services.
  2. The collaborative operation of the ACU project is intended to encourage the ACU Member States and the Member Institutions to share their experience and know-how in education, and to make academic advancement in the ASEAN Member States.
Name

The Committee shall be named as follows: The ACU Project Steering Committee (hereinafter referred to as the Committee).

Organization
  1. The establishment and the operation of the ACU are to promote higher education of e-learning and to reinforce mutual cooperation among the ACU Member States and the Member Institutions offering online education; services.
  2. The collaborative operation of the ACU project is intended to encourage the ACU Member States and the Member Institutions to share their experience and know-how in education, and to make academic advancement in the ASEAN Member States.
Memebership
  1. The Committee is composed of one (1) person from respective ASEAN Member State and ROK representing its ministry responsible for higher education; one (1) person representing each university from the ASEAN member states and ROK; and, one (1) person from the ASEAN University Network (AUN).
  2. The Committee, if needed, may permit interagency representatives to attend Committee meetings as an observer.
  3. The Committee shall include one (1) Chairperson and one (1) Secretary. The term of office for each position shall be one (1) year.
  4. The Chairperson shall be elected among the members of the Committee by a vote of the majority and the Secretary shall be appointed by the Chairperson.
  5. The Chairperson, representing the Committee, shall arrange all meetings and oversee the entire range of issues in the ACU Project and the Committee.
  6. The Secretary shall be responsible for administration of the Committee, including the keeping of minutes at each meeting. In addition, he/she shall distribute the Committee’s minutes and resolutions to all the ACU Member States and Institutions within one week following each meeting.
Duties of the Committee

The Committee shall review and vote on the following:

  1. Progress and performance of the ACU Project
  2. Operation plan of collaborative e-learning program (hereinafter referred to as ACU courses) for ASEAN higher education
  3. Operation plan of credit exchange program between ASEAN and ROK
  4. Quality Assurance Plan for the ACU courses for credit exchange
  5. Election of additional Member Institutions of the ACU project
  6. Collaboration and development plan for e-learning based higher education in ASEAN and ROK
  7. Any issues judged by the Committee to be relevant to ACU’s successful operation.
Duties of the Committee Members
  1. Each member shall review and vote the issues submitted to the Committee and represent the view of his/her home ministries and home institutions.
  2. Each member shall report the activities and resolutions of the Committee to his/her home ministries and institutions and coordinate the progress of project implementation.
  3. Each member shall report to the Committee the execution results of the resolutions in his/her home ministry and/or institution.
Meetings
  1. Regular meetings shall be held twice a year, in March and August.
  2. Meetings shall be held in one of the ASEAN member states or ROK.
  3. Written notice shall be delivered to all Members not less than (30) days prior to a meeting date. Such notice can be sent not less than two (2) weeks early in cases of emergency if permitted by the Committee.
  4. Extra meeting(s) may be requested by Committee Members between and in addition to regular meetings. The Chairperson shall call an extra meeting if no objection is raised.
Quorum and Kiscussion
  1. Any and all decisions shall be made on the basis of unanimous votes.
  2. Members may submit initiatives to the Chairperson via the Secretary at any time prior to a meeting. The Chairperson shall include the initiatives on the agenda if no objection is raised.
  1. The Terms of Reference shall be ratified and made effective upon approval of the Committee at its first meeting.
  2. The initial members of the ACU Project are Cambodia, Laos, Myanmar, Vietnam, AUN Secretariat, and ROK.
  3. The major collaborating university from ROK shall serve as the Secretariat prior to the first Steering Committee meeting.
  4. Any and all operational and/or travel expenses incurred by the Committee and/or its individual Members shall be covered by each Member States and Institution. In some cases, financial support may be arranged by negotiation.
